The Refaluwasch Journal of Knowledge and Culture (RJKC) is an Indigenous-led scholarly and cultural initiative dedicated to research, documentation, cultural preservation, and the responsible stewardship of Indigenous knowledge. Its formal institutional and legal framework is currently in development.

Journal and Publications

The RJKC Journal

A scholarly and public-facing journal publishing original research, scholarship, essays, and cultural materials — with a documented chain from source and authority through review to publication.

Publication status

The Refaluwasch Journal of Knowledge and Culture is in institutional and editorial development. Its editorial policies, review procedures, and inaugural issue will be announced when formally established. The Founder's independently published research and scholarship are distinct from publications issued by RJKC.

Purpose

What the journal is for

The journal is one of the institution's core commitments: to publish original research, scholarship, essays, and cultural materials, and to expand Refaluwasch visibility in scholarship and public understanding.

It is intended to bridge ancestral knowledge and contemporary scholarship without treating one as subordinate to the other, and to provide a platform for Indigenous and community-based scholarship alongside respectful engagement with the wider histories and peoples of Micronesia and the Pacific.

Publishing is treated as a governance process, not only an editorial one. Authority over content, over cultural knowledge, over rights, over custody of archival material, and over technical systems are distinct authorities, and successful publication of a piece is never taken as evidence that they are interchangeable.

The first issue

A small inaugural pilot issue

The inaugural pilot issue is defined in governance as a small issue targeting approximately three substantive pieces — and it may launch with fewer rather than lower its standards.

A functional category for the pilot, not a permanent department

Quality and governance override quantity

The purpose of the first issue is not to fill a website. It is to demonstrate, in a controlled and auditable way, that RJKC can operate the complete journal workflow. If only one or two pieces meet the required standards for provenance, permissions, editorial quality, cultural authority, rights clearance, and publication readiness, the issue launches with fewer pieces rather than lowering those standards.

No culturally sensitive, disputed, inadequately sourced, uncertain-rights, or unclear-authority material is included merely to test a workflow.

Submissions

In a real build, a submission pathway would record the contributor's identity and affiliation, the nature of the material, its provenance, any rights and consent terms, any cultural authority connected to it, and any restrictions the contributor wishes to attach.

Consent and permission are recorded granularly. Permission for one use — preservation, transcription, research access, quotation, publication, or AI processing — is never treated as permission for another, and a contributor's consent to share their own testimony does not by itself authorize release of culturally governed knowledge that belongs to a family, lineage, community, or traditional authority.
